India and China have signed an initial agreement that will increase cooperation on issues of climate change.
A Joint Working Group (JWG) will hold meetings every year to discuss policies, measures and implementation of related cooperative projects.
The JWG is part of the steps of a Memorandum of Agreement (MoA) to boost cooperation on climate change issues signed by environment minister Jairam Ramesh and China’s vice chairman of National Development and Reform Commission Xie Zhenhua.
The MoA is the first of its kind for both. Besides the JWG, the agreement also requires annual meetings of scientists and economists and joint research and development programs in areas of solar and wind energy, coal technology and forestry, reports The Times of India has reported.
“There is no difference between the Indian and Chinese negotiating positions and we are discussing further what the two countries should be doing for a successful outcome at Copenhagen,” Ramesh was quoted by Hindustan Times as saying. “The implementation of the MoA will usher in a new scenario and take cooperation on climate change between the two countries to a new high,” Xie said.
The agreement will allow both sides to be informed of their policies and share the best policy practices with India and China experts set to participate in workshops.
India and China agree that developed nations need to do more than emerging countries to deal with climate change following the Kyoto Protocol. China and the United States are the world’s top polluters contributing to 20 percent of total greenhouse gas pollution while the European Union accounts for 14 percent, followed by Russia and India.
