In a house your size those fans should probably run starting about 1- 1 1/2 hours before the air is turned on. You may want to put them on a timer. If it’s really hot and the air runs 24/7 then they should be on too. If you talking about an attic fan that pulls hot air from the interior of the house then the same 1- 1 1/2 hours before the air is turned on but once it is stop the fans or it will suck your cooled air into the attic.
These types of fans will help with the cost you may not see a big difference during summer because every thing is fighting heat then but you will see a difference and going solar they will pay for themselves fairly soon. Another tip shade you air unit, in the temps of Phoenix during summer, something as simple as shading your unit will save you about $.50 a day.
